In the other arenas it's still there...
Random foliage has been disabled for a better racing experience. Rocks and trees can appear differently for each player in a race, which makes it unfair and annoying.
But visually it sucks...
I mean everyone can disable the grass effect in the MTA settings if they want to. The grass never affected me in a negative way while racing
Ok, now I've noticed these random bushes are disabled too. I think it would be perfect to make a setting for enable and disabling it in the race arena, like setting the nos style.
Different nos styles can be technically unfair too.
They should add the feature for race training and race clan war arena as well.
If you consider that those trees and rocks are unfair and annoying, so why the lampposts aren't removed as well?
I'm pretty sure most of the players in race are more annoyed about crashing against a lamppost.
I bet your answer will be like: Without the lampposts there is no challenge anymore.

And I don't really understand what do you mean by "appear differently". All the grass, trees, bushes and rocks have fixed coordinates, they don't appear randomly. Please explain it more detailed, maybe I've overlooked something...
Because lamposts are the same for everyone. Trees and rocks have fixed coordinates, but it's not guaranteed that they will appear at those coordinates. Sometimes they do, sometimes they don't. It's random.
It's a standard implemented feature (setWorldSpecialPropertyEnabled("randomfoliage")) that is on every race server, you can experience it on maps as 'sandking' for example and it has nothing to do with computer performance. It is possible to make that feature optional, but I can't promise you that we will implement it.
